Description

The Croatian Institute for Social Work committed multiple violations and obstructed the protection of children's rights and well-being. After the Municipal Court in Rijeka did the same, following a report on these irregularities, the Institute issued a "Warning," while the Croatian Pension Insurance Institute (HZMO) and the City of Rijeka revoked my right to child allowance and housing assistance, despite my income meeting the eligibility criteria.


These social benefits were revoked in 2023, the same year when additional one-time child support payments were provided to eligible recipients—benefits I was unable to claim due to this unjust decision. These were continuation rights to benefits.


The revoked benefits amounted to approximately €300 per month, and today, they would be even higher. According to income criteria, individuals with employment status are entitled to these rights.


State administrative bodies ensured that this right remained denied in 2024 and 2025, placing us in a situation where we could no longer afford to pay rent, ultimately leading to the termination of our rental agreement.


The responsible authorities, the City of Rijeka and the Croatian Institute for Social Work, stated that they could not assist with housing, despite rental market prices being unaffordable for single-parent households. Additionally, landlords often refuse to rent to mothers with minor children for this very reason.


Due to medical leave in 2024, I had no income, and the state administration denied all rights and assistance.


To secure housing, I need funds for a deposit, the first month’s rent, and transportation of furniture and belongings—amounting to approximately €2,000.


Unfortunately, this is only a temporary solution, given the ongoing deprivation of social rights and the fact that rental costs cannot be covered by employment income alone.


To prevent me from obtaining any rights, the Croatian Institute for Social Work requested that my right to live with my children be revoked (while also stating that there is no solution for me). Instead, they are willing to pay foster care allowances rather than providing assistance to me as their parent, in accordance with the law.


To continue caring for my children, ensuring their education and equal opportunities in life—since I am their sole caregiver—and considering that we have been denied rights since 2017, when the Institute began obstructing legal protection, despite the father failing to comply with the court's joint custody decision or fulfill his obligations, we urgently need your help.


Your support is truly important to us until the disputes before the Administrative Court in Rijeka, the Municipal Court in Rijeka, and the Constitutional Court against state authorities and the children's father are resolved.
